"Bandwidth Limit Exceeded": A big problem for old small business websites

Spotted during an attempted visit to a local pizza place's website:

I attempted to hit the Google cache, but that too was blocked: "This page uses frames, but your browser doesn't support them."

(I'm using the most recent version of Firefox)

This is a big problem for small businesses with outdated websites (this one was made with an ancient Microsoft program called FrontPage) or terrible service contracts that limit the amount of bandwidth per day or month. It potentially means lost business for the small business, because users give up trying to find what they were looking for (in my case, a street address). Or, the small business loses control of the message because people go to Yelp to find hours, phone numbers, or directions, and end up reading the reviews, which may be bad, outdated, or outright fakes.
